Captain Jean-Luc Picard has been completely taken over by the Borg and is now known as Locutus. Under the Borg's control. Captain Jean-Luc is not responsible for his actions. Be warned that all of Captain Picard's knowledge is now processed by the Borg. Locutus is rated as the single most dangerous threat to the Federation. Though the Federation is aware that Captain Jean-Luc Picard is not responsible, they cannot allow his threat to remain, being authorized to neutralize Locutus at all cost.
