Burke once worked alongside John Henry Irons making weapons for the army, but was dishonorably discharged after turning a weapon to its maximum during a test, leaving Lt. Sparks in a wheelchair. Burke takes weapon schematics with him and begins selling the weapons designed by Irons to street gangs, which puts him into conflict with Steel, AKA John Henry Irons.
