This is one I've been dying to revisit for ages. Most everything I once built on the Hercules body, I've been wanting to remake on the Hyperion build. Much better balanced build to me. So, the only thing I actually immediately know Powderkeg from is the Doc Ock roster of the Masters of Evil. He always stood out to me. And I think I've made renditions of the entire roster that I'm satisfied with. Just at different points in time.

Upper torso, upper legs, and arms were from Hyperion. Head was also Hyperion with the hair sanded down, the mask rounded out, the hair sculpted on, and the ear pieces sculpted, as well. Lower torso and lower legs were from Wonder Man. From there, a full repaint, and all done!
