Boss Fight Studio makes blanks for customs, but I couldn't find the scale on their site. :-/ Try contacting them to ask? Other than that, I found this:

Hey Dr Nightmare! I was thinking maybe kinnikuman sh figuarts or buffaloman sh figuarts body might work. Also maybe some kind Street fighter figures might work. I'm sure you would have to do some sculpting for his head though and for some of his other features..

That guy has some crazy proportions, let us know if you find some figures that could work, I could give it a shot.

The robe from the old marvel legends face off mandarin could work, but I'd really like to see it made with cloth

Yep, it's cheaper if you buy the most generic figures no one wants (Batroc, Hellcat, Radioactive Man, all the old DCUC figs with plain bodies, etc.) and sculpt any necessary details yourself. The sooner you get comfortable doing that the better off you'll be.

Considering how outrageously expensive toys are now though, especially if you just want to hack them up, I'm not surprised.

True, action figures cost an arm and a leg now. Even eBay has become too expensive if you're just going to customize a figure.

As far as I know the only way to get a short jacket Star-Lord would be to customize him and cut the jacket down or something. I guess it depends what kind of scale you want, as the only other Star-Lord I can find with a short jacket is one of those little Hero Mashers, which...aren't the most fantastic looking. If you want one in a particular scale with the flight jacket, you'll probably need a custom.

Maybe wait till the 2nd Guardians movie for a new fig? I bet Hasbro will make a new short jacket one for GOTG Vol. 2.
