Identify Help

Picked up this 3.3/4inch figure and have no idea what line he's from? He's stamped Sunco 1998, which you'd think was easy to track but haven't narrowed the search yet, weapons are identical to Space Warriors but cant match the figure as its such an obscure line, His odd facial features made him stand out in a box of old figures and so I grabbed him.

I recently acqiried 5 of these figures. Unfortunately the seller has no idea on how they came to be.!!
Can anybody assist with the origin of this figure. ie was it made this way in the Toybiz factory or by some other means.

Oh boy do I have a big round and this is only the tip of the iceberg and not the black/grey accessories. My boyfriend recently moved in his childhood toys and while the small figures like TMNT and Toxic Crusaders are MIA we got a box full of accessories. Other toylines he had were Masters of the Universe, Conan the Barbarian, Batman, Thundercats, Skeleton Warriors and some random WWE along with GIJoe. I started off looking up the figures we do have but they all seem to have black/grey accessories which I haven't even tried going through yet. Figured colored items would be easiest first.
