Victorian Dresses

I'm looking to make a custom 6-inch figure with a victorian or edwardian dress, but I just can't seem to find a good base for it. Does anyone here know of a good figure to start off with?

Thanks! Actually the custom is to go on my Penny Dreadful shelf alongside Vanessa lol. I ended up going with an LOTR figure.

They made a Vanessa Ives Penny Dreadful 6 inch figure. Maybe Elizabeth from Bioshock Infinite.
